CNSS e-filing in Tunisia, straight from your payslips

What the declaration file guarantees
The official format, checked by the CNSS tool
One 122-character record per insured person, following the “new version 2012” specification. A file produced by Levia was submitted to the CNSS public structure check, which declared it correct, totals exact to the millime.
The contributory salary, not gross pay
The salary field carries the base actually subject to contributions. Gross pay includes items that do not belong there, such as the transport allowance within its limit: declaring them would produce a file that is accepted and wrong.
An incomplete file is refused, naming the people
A missing CNSS number, a missing ID card or an empty identity block the whole file. Levia names the employees to fix instead of filling in zeros, which would declare someone under a number that is not theirs.
Months not yet validated are announced
A quarter with a month not yet validated is not silently truncated: draft payslips are counted and flagged before the file is produced.
What the CNSS portal expects, and the file respects
Arabic names copied from a PDF often arrive as presentation forms, which the portal rejects: they are normalised before writing. Numbers are compared in canonical form, leading zeros included, so the same insured person is not counted twice.
The CNSS online checking tool only accepts the “.txt” extension or the current quarter’s one. The screen therefore offers two names for the same content: the regulatory name for filing, and a “.txt” copy for checking.
What no software can check for you
The CNSS check sometimes flags an insured number whose key is consistent: it means the number does not exist in their register, or is not linked to your employer. That register is not public, and Levia does not claim to know it. Such cases are fixed with the CNSS.
Salary transfers, in the banks’ format
Levia also produces the salary transfer batch in the Tunisian fixed-width interbank format: one global record announcing the total, then one record per employee. The length of every field is checked before writing, because a shifted field makes the bank read an amount where there is a date.

Is the file accepted by the CNSS?

How often is the declaration produced?
Every quarter, from the validated payslips of the three months concerned. Months whose payslips are not validated are flagged before production.
Does the file declare gross pay or contributory salary?
Contributory salary, as shown on each payslip’s CNSS line. Items not subject to contributions, such as the transport allowance within its limit, are left out.
What if an employee has no CNSS number?
The file is not produced, and the screen names the employees to complete. Nothing is filled in with zeros in their place.
Are TFP and FOPROLOS in this file?
No. The CNSS declaration carries contributory salaries. TFP and FOPROLOS appear on payslips and are declared to the tax administration.
