What the calculation applies

CNSS · 9.68% employee, 17.07% employer

Both general-scheme rates since 1 January 2025, after the 0.5-point participation levy split equally between the two sides by article 17 of the 2025 finance act. Fully exporting companies are exempt from that levy and fall under a lower employer rate · the calculator applies the general scheme.

IRPP · eight-band schedule

Withholding is computed band by band on annualised taxable income, from 0% to 40%, under the schedule of article 36 of the 2025 finance act. The calculator accounts for dependants, which shifts the point at which tax starts.

TFP and FOPROLOS · two employer charges often forgotten

The vocational training tax is 2% of payroll, reduced to 1% for manufacturing. The housing promotion fund takes 1%. Neither is withheld from the employee: they raise the employer cost without touching net pay.

Work accident · 0.40% is only the floor

The CNSS schedule has thirty-seven activity groups and eighty-two rates, up to 4.00%. The 0.40% floor is the office-services rate; construction sits at 3.80% and land transport at 4.00%. The calculator applies the floor and says so · your actual rate depends on your declared activity.

From gross to net, in the order the calculation happens

Start from monthly gross. Deduct the 9.68% employee CNSS contribution first, which gives taxable net. Tax is computed on that base, not on gross · confusing the two is the most common mistake and overstates the withholding by tens of dinars.

Taxable net is then annualised, run through the IRPP bands and brought back to a monthly figure. That is the withholding. Net pay is gross less employee CNSS and that tax.

Employer cost starts from gross and adds employer CNSS at 17.07%, the TFP, the FOPROLOS and the work-accident contribution. That figure, not gross, is what a hiring budget must be compared against.

What the calculator does not know about your situation

It applies statutory rates and nothing else. It does not know your collective agreement, which may impose a seniority bonus, a thirteenth month or allowances the labour code does not provide for.

It also ignores allowances exempt within their statutory limit, such as transport, and benefits in kind. A real payslip may therefore differ from the result without either being wrong.

Finally, the work-accident rate used is the floor. If your activity falls in a more exposed group, the real employer cost is higher than shown · the gap can reach three and a half points of payroll.

The statutory minimum, to place a salary

The Tunisian minimum wage is not a single figure but a package: a base salary plus a transport allowance of 36.112 dinars and an attendance bonus of 2.080 dinars, set together by decree.

For 2026 the minimum base is 470.251 dinars on a forty-hour week and 554.736 dinars on a forty-eight-hour week, after the retroactive increase of decree no. 67 of 2026. The full floor therefore stands at 508.443 and 592.928 dinars.

A base salary below those figures is irregular even when allowances make up the total: the decree sets a salary, not an envelope.

Why does the result differ from my payslip?

Because your employer may apply a collective agreement, a seniority bonus, allowances exempt within their limit or a supplementary scheme that this tool does not know about. It applies statutory rates alone.

Are these the 2026 rates?

Yes. CNSS 9.68% employee and 17.07% employer since the 2025 finance act, the eight-band IRPP schedule of article 36, TFP 2% (1% for manufacturing) and FOPROLOS 1%.

How do I go from net to gross?

By adjusting the gross until you reach the net you want. There is no direct reverse formula in Tunisia: because the IRPP schedule is progressive, the gross matching a given net is found by successive approximation.

Is overtime taken into account?

No. The calculation covers a base monthly salary. The overtime premium depends on the company’s weekly hours regime · article 90 of the labour code does not say the same thing on a forty-eight-hour week and on a reduced one, and the tool does not know yours.

Does this replace payroll software?
